Tracey Jacobi, Ed.D., Director of Special Education

Tracey Jacobi is the Director of Special Education within the Salisbury Township School District.  Tracey has over 26 years of experience in education.  Prior to being named the Director of Special Education, Tracey was a Supervisor of Special Education at Colonial Intermediate Unit 20, Director of Special Education within the Bangor Area School District and a learning and instructional support teacher within the Pocono Mountain School District.  

Tracey received a BS in elementary and special education, MS in education with a concentration in reading, special education supervisory certification, and her doctoral degree in Educational Leadership and Administration from East Stroudsburg University.  She also obtained her Superintendent Letter of Eligibility from East Stroudsburg University.  Tracey teaches graduate coursework at East Stroudsburg University.  She has also taught courses through Delaware Valley University.  Tracey participates as a committee member on East Stroudsburg University's CAEP Accreditation Committee.  She is also active as a peer monitor in the Pennsylvania Department of Education (PDE) Cyclical Monitoring for Continuous Improvement (CMCI).

Tracey's role within the special education department is multifaceted.  She's responsible to ensure the district is following federal, state, and local mandates while supporting all students with IEPs, GIEPs, and 504 plans.  In addition, Tracey seeks ways to support students in their least restrictive environment in order to meet each student's individual needs.  She's continually looking for ways to support students within the home school district.

Michael Vacaro, Supervisor of Special Education

Michael Vacaro is the Supervisor of Special Education at Salisbury Township School District with over 20 years of experience as a special education teacher and administrator. Prior to moving into the role of Supervisor of Special Education, Michael was an emotional support teacher for 12 years at Salisbury Middle School.  His role within the special education department focuses on expanding the continuum of services offered to our students, enhancing our vision of inclusionary practices, and fostering growth in alignment with the district’s Profile of a Graduate.  In addition, Michael supervises the instructional assistants throughout the district and serves as the contracted LEA for special education meetings involving students placed at KidsPeace.  Michael is passionate about ensuring access to educational programs and opportunities is provided to students with the goal of both short-term and long-term success.

Virginia Gugliemini, Special Education Administrative Assistant

Ginny Gugliemini is the Administrative Assistant for the Special Education Department within Salisbury Township School District.  She supports the Director and Supervisor of Special Education.  In this capacity, Ginny is responsible for maintaining the files for active and former Special Education students, Gifted students, and students with 504 Plans.  She is also responsible for maintaining the records for Medical Assistance and our involvement in the School-Based Access Program, and Special Education reporting to the State.  Prior to this role, she worked as an office instructional assistant at Salisbury Elementary School for two years.

Before coming to Salisbury Township School District, Ginny worked at Air Products, first as an Administrative Assistant, moving on to roles as an Electronics International Transportation Specialist, and then as both an Electronics Foreign Trade Customer Service and Domestic Customer Service Representative.

Ginny graduated from Wells College with a BA in English and a secondary education minor.  She resides in the district and is the parent of a Salisbury graduate.
